MONTPELIER- At a press conference Tuesday, Gov. Phil Scott said Vermont communities ravaged by recent floods are now entering the “recovery phase” of the disaster.  
“Two weeks after the worst of the flooding, and it’s clear in each community how much work we have ahead of us,” he said.  “I also continue to be inspired by all those working on our response and recovery efforts, especially municipal and local officials who take on a ton of responsibility during emergencies like this.”
