Human rights complaint alleges racism at high school

Editor's note: This story has been updated to correct an error in the ACLU's original complaint that suggested school administrators told C.B.'s mother, Ms. Birch, that a transfer to another school would likely not be approved because one of the alleged perpetrator's parents was a Twin Valley School Board member.  It was another parent who made the statement to Ms. Birch.  An updated version of the ACLU's complaint and cover letter to the Vermont Human Rights Commission is included below the story.
