DOVER - Tabi Freedman was on her way to bring her dog to the vet on Friday morning when she saw something she hoped she wasn’t really seeing.
“I thought, ‘Please let me not have seen that,’” she said. It was a swastika painted on the shoulder of Route 100, near Ahmeek Road.
