Owner says Act 250 process “a flipping nightmare,” but real estate market is hot
DOVER - Rich Caplan says he’s getting ready to put “For Lease” signs on the former Little Flower building, located at 171 Route 100 N in West Dover. The building has space to house a cafe, retail operation, and several offices. The opening comes at a time when Caplan’s other pursuits are in flux. He says the future of his restaurant business is uncertain, and his real estate business has hit warp speed.
