Town contingency plan, quality leadership is needed

To the Editor,
Taxpayers of Wilmington, it is my belief that you are seriously misled about a new police and firehouse building. It is unreasonable and a burden to spend millions to build in the hope that new is safer than old. An engineering premise is “you can’t build yourself out of harm’s way.”
The cost of cleanup after a flood is pennies compared to the millions of dollars for a new building. 
Also, it still may not be high enough.  What are the plans for the never-ending empty buildings?
