Non-citizens may be unloyal and shouldn't vote

To the Editor,
Gov. Phil Scott has vetoed two bills, that would have permitted non-citizens who are legally present in the United States to vote in local elections. He was correct to veto the bills, but I disagree with his reasons for doing so.
