The current funding formula is systemic racism

In 1997, in Brigham v. State, the Vermont Supreme Court declared the state’s education funding system unconstitutional because it resulted in wide disparities in per-pupil expenditures. Within months of this decision the Legislature created a new educational funding system that acknowledged circumstances that impede educational outcomes. Monetary projections were weighed and assigned a percentage of funds reflective of an addition to the base per-pupil cost, a funding effort that’s now referred to as pupil weights.
