Vermont Secretary of Education Rebrecca Holcombe met in Dover with school board members from around southern Vermont to discuss the need for education reforms. Holcombe highlighted issues including rising poverty levels, homeless students, an increasing percentage of students with special needs, and dwindling school population numbers. Holcombe said the state advocated the consolidation of governance structures as a way of reducing administrative costs, though she said that did not necessarily mean the consolidation of school facilities.
