Gov. Peter Shumlin announced that he would scrap proposed plans for a single-payer health care plan for Vermonters. Shumlin said financing a single-payer system would place too high a burden on the state’s businesses, and could damage the Vermont economy. The proposal would have cost $2.6 billion and included an 11.5% payroll tax as well as an additional income tax of up to 9.5%.
