Brattleboro Development Credit Corporation Executive Director Jeff Lewis said Irene flood recovery “trumped” all of the other economic problems in the area. He detailed the region’s slow economic decline since 2003, noting that southern Vermont was among the areas with the lowest household income in the Northeast. “When people tell you it’s hard to make a living here, it is,” he said.
