Gov. Peter Shumlin said Vermont’s recovery from Tropical Storm Irene was proceeding much more quickly than he expected when he flew over the devastation in the hours after the storm. He credited initiatives passed by the Legislature during the 2012 session, including a measure limiting local tax impact of the recovery to 3%. Anything above that amount, he said, would be paid by the state.
