Wilmington adopted new historic review regulations for their village historic district. Changes included the lifting of a ban on vinyl siding, while also providing incentives to remove existing vinyl siding from buildings. The amendments also allowed expanded administrative approval of minor applications. The new regulation also eliminated the need for approval of many projects such as repairs, or the installation of storm and screen doors, and other minor improvements.
