Fuel prices shot up by $2 per gallon in a year, from $2.51 in July 2007 to $4.51 per gallon in June 2008. Some businesses raised prices, and some charged a “fuel surcharge.” With a fixed, grant-based budget, the sharp increase in prices forced the MOOver to make cutbacks, cutting their hours and eliminating some routes altogether.
