A FEMA planning team held a brainstorming session in Wilmington to develop ideas for rebuilding the area after Tropical Storm Irene. The plan would be broken into six areas of concentration, including natural resources and recreation; housing, health, and human services; infrastructure; community development and capacity; the village; and economic development. FEMA told The Deerfield Valley News that the agency viewed Wilmington and Dover as a single community when it comes to economic development.
