Lightning hard to bottle
News this week that a judge has thrown out a challenge to Act 46 forced school district mergers should not come as much of a surprise to anyone who has followed the ups and downs of education laws over the past two decades. The decision shows once again how difficult it is to challenge the state’s position once a bill is passed into law.
