HALIFAX- The planning commission held a site visit and public hearing to review the subdivision application for the Hardgrove/Ashcraft property on Brook Road. 

Engineer Merrill Mundell told the board that the state has given approval, by email, to plans for a water/wastewater system to be constructed in the future.  “Since there’s no time frame for the construction,” Mundell said, “there is no point in getting formal permits which would expire in two years.”

After a brief deliberative session the board voted to grant approval with two conditions, that the board receive a written copy of the state water/wastewater permit, and written copies of new deeds showing the revised property lines.

In regular session, zoning administrator Rick Gay notified the board of an application for subdivision of the Armbruster property on Vaughn Rdoa. Gay told board members that the proposed division is a “simple, straightforward” agreement between the heirs to the property.  Board secretary Phyllis Evanuk said that the proposed lines have already been surveyed.  A public hearing on the matter will be held on Tuesday, July 13, at 7 pm.

Board chair Howard Alboum asked Gay for an update concerning the lighting violation on the Saladino property.  “I think we have the situation resolved,” Gay replied.  Nekki Saladino confirmed Gay’s assessment.

The question of a ham radio tower to be constructed on the Stage Road property of Hans Hammarquist is still pending.  Sirean LaFlamme told fellow commissioners that town attorney Robert Fisher has not yet gotten back to her with a firm date for a consultative appearance before the board.  The board has a number of questions for Fisher, including the applicability of zoning ordinances regarding telecommunication towers and the possibility of setting conditions on the proposed tower’s location, the board’s authority to ascertain whether Hammarquist is licensed, and whether it can impose conditions to protect neighbors from electronic interference.  Board members hope to meet with Fisher at the July 13 meeting, but are willing to hold a special meeting with the attorney if that date is not possible.
