Residents shocked over hours of operation

READSBORO- Confusion ensued at the town office last week when residents arrived to pay their electric bills and saw that the office was closed. The utility clerk, Annette Caruso, was on vacation, but residents and the selectboard were led to believe that someone would cover the office while she was away. The selectboard found out about the problem from the state and on Tuesday the selectboard decided to hire an assistant utility clerk.

The selectboard received a call from the Department of Public Service asking why the Readsboro electric utility office was closed last week. Selectboard chair Tony Caruso assumed lister Holly Caruso would be there to collect money, but according to Larry Hopkins, that never happened. “No one was collecting money. The office was locked,” exclaimed Hopkins.

Caruso maintained that Holly Caruso was there, but selectboard member Ray Eilers said “It didn’t work out that way.” He said Caruso was in the listers’ office, which shares space with the town and utility clerks and the treasurer, but the office still wasn’t open and no one answered the phone. “That was critical,” said selectboard member Craig Bartosewcz.

The selectboard acknowledged there was some confusion over roles and responsibilities. As a result, they approved a motion to hire an assistant utility clerk who will work only when necessary. The selectboard will be interviewing candidates in the near future.

The selectboard discussed copying fees after a resident complained that he was being overcharged by town clerk Annette Caruso. Teddy Hopkins brought the matter up at a recent selectboard meeting. Hopkins claimed the state set the price of photocopies at 5 cents per single-sided page and 9 cents per double-sided letter-sized page but the town is charging him 25 cents per copy. He threatened to take the matter to small claims court if the problem isn’t rectified in a timely manner.

Bartosewcz came back with figures which he presented to the selectboard. Most of the towns he looked at charge $1 per page for vault documents, $2 per page for tax map documents, 25 cents per page for listers’ cards, and 10 cents per page for general documents. Tony Caruso said “Right now the costs are 25 cents per page for general documents and $1 per page for deeds.” Despite Caruso’s information, some residents maintain that not everyone is being charged correctly. Eilers said the selectboard needs to act on the matter soon. “We need some clarity so that everyone gets charged the same,” said Eilers.

Windham Solid Waste District representative Jim Damato informed the selectboard that the district received a grant to buy new trash compactors for the town. He thought Readsboro could use a second one, but the town needs to supply the pad. Eilers said the town doesn’t have the money for new projects and he wasn’t sure if the transfer station had enough space for a second compactor. Damato understood Eilers’ concerns but said their opportunities are limited to improve Readsboro’s recycling program. “If we don’t want one, then Readsboro will drop off the list to receive money,” said Damato.

The selectboard thanked Damato but said they still cannot commit to any more WSWD projects.

Idiots.com should grossly overpay for a copy of the grand list which is the thickness on an encyclopedia. Buy a town plan when others receive one for nothing.

Yes, the next town clerk would be watched closely and make a few errors. Those errors would be due to being a novice not a premeditated error from a 25 year veteran.At least the list posted by clarence 2 in these postingswould be available for assistance. Whats the outlook as the situation now? Your town clerk has intentionally made a situation where there is no one to pass the baton to. Not good for the town.

copies of 25c are against the statutes. she charges different people different amounts depending on who they are. she also doesnt turn all the cash in and convenently it makes its way into someones pocket and not the GF.

as far as people being run out of the office. Take a look at all the good hard working people she has caused trubble for to a point they through there arms up in the air and left by either retiring, quitting, not running again etc. do these names have anything in common?

yes I did apply for the Asst. Utility clerk cause I know I can do it.. when I dropped off the application, annette didn't look so happy! its not my fault it hers, she should of found a reasonable person to cover her position. Now if I don't get the job I see why, as for my protest i will take it the streets very soon!

I agree with you, being overcharged for documents is not right! all town documents should be free to the public or better they can photo copy them and put them on the Readsboro.net website as PDF file where you can open the documents and print them out on your own leisure time, this might be time consuming for them but it should be done.

Now that we need a asst. utility clerk I hear Mrs Caruso is upset because the board didn't ask her permission if she wanted one or not. Am I correct two of the board members are sick of mrs caruso?? at least that is what I hear, I am starting a new Message board of my own for Readsboro and I hope people join it:

I will continue to pray for this town and the people in it, we will see what happens though!

I would like to add that the main thrust behind Teddy Hopkins claims of being overcharged is not just the amount per copy charged. Town Clerk Annette Caruso constantly tries to charge Mr. Hopkins the $2/hour town clerk fee when Teddy asks for information from the treasurer or utility clerk. Imagine trying to be charged 25 cents/copy for a utility document and then have to pay $2 more on top of it.

This is a premeditated action on the part of Mrs. Caruso to thwart any public information to reach any town wise person especially Mr. Hopkins.

The reason the DPS called the office and was upset to find out the office was closed was because I called Tamera up, this person has been dealing with a lot of complaints about the Readsboro electric company!

"change happens in the real world now does it" I will continue to protest the surcharges and I will win! I have already notified 6 other people to stop paying that surcharge from word around town that number has grown!
