Board works on books, updates employee policies

HALIFAX‑ Selectboard members spent much of Tuesday night’s meeting working on their books and refining language in the employee handbook concerning the town’s wage and overtime policy, vacation policy, and no‑smoking policy.

In response to questions from Greg Marguet, board members made several points. Overtime, they said, is calculated on a weekly, not a daily basis. “All they have to do is look at the books,” said Mitchell Green. The standard workweek for Halifax road crew employees is 45 hours. Board chair John LaFlamme explained that Halifax pays a lower hourly wage than other area towns, such as Dover, but promises the opportunity for an average five hours of overtime per week. “We’re stretching our dollars,” said LaFlamme.

Marguet had other questions for the board. He asked if the board is considering putting up safety signs on Branch Road or on other town roads. “We’ve been adding signs to intersections for the last few years,” replied LaFlamme. Eventually, all the signage will be updated to state standards.

“Are quads legitimate on the road?” Marguet asked.

“No,” chorused the board. “ATVs have to be registered to use legal town trails,” added LaFlamme. The vehicles can also be run on private land with the permission of the landowner. While it is possible for a town to allow ATVs on its roads, LaFlamme said, Halifax deems the extra wear and tear on the roads as an unjustifiable expense.

Marguet also requested that the board appoint him to serve as an alternate representative to the Windham Solid Waste Management District. LaFlamme agreed to put a discussion of Marguet’s request on the agenda for the next meeting.

Town clerk Laura Sumner reported that the state has increased recording fees from $8 to $10 per page. Sumner asked the board if they wish to continue setting aside $1 per page for the document restoration and equipment funds. The board voted to continue the set-aside.

In other business, the board accepted the resignation of Paul Placentino from the planning commission and the zoning board of adjustment. Notice of a vacancy on the two boards will posted at the town office.
