READSBORO- The town sewer ordinance problem has been partially resolved. The selectboard is working to draft a new sewer ordinance. The goal is to tie up any loose ends and prevent further confusion. Unfortunately, their proposed changes are now on hold per the town attorney. However the resident who was billed twice for a single-family home in October was finally refunded the amount she requested.

At the October 7 selectboard meeting, Earlene Lefebvre informed the selectboard that the town billed her single family home for two equivalent connector units. Lefebvre was being billed for two sinks but the home has only one connection to the sewer line. Town officials told Lefebvre she was charged twice because she lives in a multifamily home with two entrances. Lefebvre claims she lives in a single family home with two entrances and one flight of stairs to the second floor. She also maintains that the dwelling has always been a one-family home.

Lefebvre researched the town’s billing procedures and discovered that sewer rents are charged whether or not the property is occupied and whether or not the property is connected to the public sewer system. Under the current sewer ordinance, annual charges are based upon equivalent connector units, a unit system of measurement. ECUs are determined by “the actual or estimated discharges of each user ... that are approximately in proportion to the strength and quantity of discharged waste. Each premise with a building or structure shall be assessed a minimum of one ECU for each user on the premises.” The selectboard responded by refunding Lefebvre $237 as well as taking the necessary steps to hash out a refined sewer ordinance. At a November work session, the selectboard agreed that ECU charges would remain the same. However, they all agreed that the ECU definition should be refined. “It will be based on a working kitchen with a sink, stove, etc.,” said selectboard chair Ray Eilers. “We believe more than one kitchen means more than one family. So if you want to pay only one ECU, you must make your other kitchen unusable. So users must remove the sink, cap off plumbing, or remove stoves.”

The selectboard was ready to sign off on the new sewer ordinance at last Wednesday’s meeting, until they received word from the town attorney, Eli Emerson. Eilers announced that the selectboard was forced to postpone the decision because the town attorney thought the ordinance needed more work. Eilers did not specify Emerson’s concerns. He could only reiterate that the new ordinance will clear up the gray areas, prevent double-billings, and enforce all commercial and residential properties equally. “The whole ordinance is basically the same. We just clarified some things that could be looked at different ways,” said Eilers.

justin, the board and net net proposed $4000 in the budget to get the floor sweeped and figured they'd give you the job of doing that and shining the select board's shoes so you would keep quiet.

because no one uses their real names here but only a few. if those people don't start saying their real names then there is no reason to speak here anymore..

yes you hurt it right people, I get view documents, people like my idea of investigating the higher ups and the ask me to join. if there is going to be people put in a place, it them.. I captain.. its them.. let just the investigation is going well on Readsboro..

so in this case i won't be able to fill you in any longer, in case you all haven't heard the news. I got a big manager fired at mount snow.. hmm?? serves him right!

until then my fellow Readsboro neighbors, we will soon be free of this crap here.. as in someone who has stolen money from the town will be cleaning the Pipes in Readsboro.. thanks for the fun times, I really enjoy talking oh and amber i will eventually email but not yet. and everyone else who like comments, Happy New year..

Justin - I obviously was not clear enough in my email so you feel it necessary to spread more crap on this website. You should include in your rant that you HAVE NOT requested a spot on the agenda, all you have done is send emails complaning about the electric surcharge, the Town Clerk and the Selectboard. I have informed you every time you have sent an email that the address you are sending them to will in no way grant you an audience with the Selectboard as they don't have access to that email address, but obviously that was not clear enough.

As I have said in my emails if you would like a spot on the agenda, contact me with a date you would like to attend a meeting (that means physically coming to the school on the designated night) and the topic of discussion. Again I state that your rantings in the emails is NOT a request to be on the agenda, they are just rantings of someone that is unwilling to show thier face at a meeting and present their issues to the Board and therefore are meaningless.

As for the list of people you have in your post, those are the people that have ACTUALLY ATTENDED A MEETING, whether they have chosen to speak or not. If you were truly reading the minutes you would know that I rarely say anything, I am only listed because I attend the meetings, which is something you never do.

So once again I will try to make this perfectly clear, and if you need assistance any one of the people you have listed could help (and i'm sure would help if asked nicely) as they have all properly requested a spot on the agenda in the past...

Please send me a very clear and percise email asking to be put on the agenda with the date you would like to attend and the topic you would like to discuss with the Board and I will gladly plaster your name all over the minutes and agenda. Try using this example:

just tree trimming?

thats the easiest part of running the dept. they allocate about $3500 a week for trimming and hire a contractor for 2 weeks for $7000 or 3 weeks for $10,500 and tell them where to trim.

if tree trimming was the only concern the psb and dps had with the electric company, it would be a snap

ask break-us who has been working answering some 90 questions the dps has with the electric company in whole. ask greg if tree trimming is their only concern.

we saw the list of services that readsboros board was considering in negotiating costs with gmp and tree trimming was there.....but the "and such" as you refer was one helluva long list that could very well be considered "running the entire company"

The Board is only looking at GMP to manage the maintenance of the lines. As in line trimming and such, not managing the entire electric company
