The Pre-Annual Meeting Informational Meeting will be held on April 22 at the Wardsboro School at 6:00 p.m.

The legal voters of the Towns of Dover & Wardsboro, Vermont are hereby notified and warned that, pursuant to Title 17, V.S.A., Section 2655, they are to meet at the Dover Town Hall, 189 Taft Brook Road, Dover, Vermont on Tuesday, April 30, 2024, at 7:00 p.m. to act upon the following articles to wit:
                            
ARTICLE  12 TO BE VOTED BY AUSTRALIAN BALLOT for the election of Board members-
The polls will open for the Australian Ballot voting of open Board positions at 10 A.M. and remain open until 7 P.M. on Monday, April 29, 2024, at the Wardsboro Town Hall, 71 Main Street, Wardsboro for all Wardsboro Voters, and at the Dover Down Hall, 189 Taft Brook Road, East Dover, for all Dover Voters (please note that as a result of the recent change in the Article of Agreement that voters from both Towns vote for the School Directors, with one Director coming from each of the Towns).

ARTICLE 1:      a. To elect a Moderator to serve for the fiscal year July 1, 2024, to June 30, 2025.
b. To set a stipend of $200 per meeting for the Moderator.

ARTICLE 2:      a. To elect a Clerk to serve for the fiscal year July 1, 2024, to June 30, 2025.
b. To set a stipend of $2,400 for the Clerk.
 c. To set a stipend of $400 for an Assistant Clerk, to be appointed and used at the discretion of the Clerk.

ARTICLE 3:      a. To elect a Treasurer to serve for the fiscal year July 1, 2024, to June 30, 2025.
b. To set a stipend of $2,400 for the Treasurer.

ARTICLE 4:      Shall the voters of the River Valleys Unified School District set the annual stipend for School Directors at $2,500 and for the Chair at $3,000?

ARTICLE 5:      Shall the voters of the River Valleys Unified School District approve mileage reimbursement at the Federal reimbursement rate for the month in which the mileage occurred?

ARTICLE 6:      Shall the voters of the River Valleys Unified School District approve the School Board to move any surplus from the 2023/2024 budget into the general reserve fund to be reserved for a future use as approved by the voters?

ARTICLE 7:      Shall the voters of the River Valleys Unified School District set the annual tuition rate to approved independent schools at $20,966.00 (Burr and Burton sending school tuition) for the 2024/2025 school year?

ARTICLE 8:    Shall the voters of River Valleys Unified School District approve the school board to expend $6,845,217.00 which is the amount the school board has determined to be necessary for the ensuing fiscal year?

ARTICLE 9:      Shall the voters of the River Valleys Unified School District fund it’s Capital Reserve                                                    Funds in the following amounts for the 2024/2025 school year    

Capital Improvements-

1-Buildings- $400,000.00

2-Transportation- $40,000.00
 
With 50% coming from the General Reserve Fund and 50% coming from raising taxes?

ARTICLE 10:      Shall the voters of the River Valleys Unified School District authorize the School Board to withdraw money from the Reserve Fund to offset the Homestead tax rate, but not more than $200,000.00?

ARTICLE 11:      Any other business that may legally be addressed/ open discussion for informational purpose.

 -Website update
 -School construction- repairs versus new, future school construction aid?
 -Research bonding to accomplish several building projects?

ARTICLE 12:      To choose Unified School District Officers for the following positions-

All voting to be by Australian Ballot from 10 A.M. to 7 P.M. on Monday, April 29, 2024 with Dover Voters to vote at Dover Town Hall, 189 Taft Brook Road, East Dover and Wardsboro Voters to vote at the Wardsboro Town Hall, 71 Main St. Wardsboro (please note that as a result of the recent change in the Articles of Agreement that voters from both Towns vote for the School Directors, with one director coming from each of the Towns).

PUBLIC NOTICE
BURN PERMITS

 
Effective Monday, April 15, 2024, a person in the Town of Wilmington shall not kindle a fire in the open air for the purpose of burning brush, weeds or grass without first obtaining permission from the Fire Warden. Violators shall be fined not more than $200.00 or imprisoned not more than six months, or both.  Please note that burning of trash or chemically treated wood is illegal at any time.

Burn Permits are available at the Wilmington Fire Department during week days (M-F) from 8 am to 4:30 pm. You may stop by or call the Wilmington Fire Department first at the non-emergency number of 464-8022 to see if the fire chief is available to issue. 

After hours (reasonable please) they are available by calling the Vermont Forest Fire Warden Scott Moore at 780-9452 or Deputy Warden Michael Mannhaupt at 774-487-4882.

Weekends- please check at the Wilmington Police Department to see if a Police Department dispatcher is available to issue permits. Please pre- plan and thank you for your cooperation.
